What is the implication of putting an account "On Hold". (Contact record, Terms card)

If you have ticked the "On Hold" check box, then you will no longer be able to create Sales Invoices for the customer (you can create them, but not OK them).

Also you will be able to create Sales Orders for the customer, but you will not be able to create any Deliveries.
