We have access groups set up and for some reason the salesperson will highlight the customer number and hit fn-F2, and their customer information wont come up like on an administrator's stystem. Does that have to do with access groups? If it does, what do I have to do to enable the salesperson to be able to do this.

Without looking at the setup in your system, it would seem that the sales person does not have a Read Access to the contact card, hence it will not open.
The FN-F2 (F2 on Windows, Cmnd Shift V on Mac) opens the underlying record, so you would need to have read access for this to work.
Please check the Access Groups for this user.
