Is there a way of disabling multiple users from logging into the system whilst allowing only 1 or perhaps 2 users to access the system to perform period end tasks?

There is not an exact feature for this.
However, perhaps this is useful:
Module Technics>> Registers>> Program Mode>> operations>> Send System Message
- tick Disallow Logins
- leave field "Time until shut down" blank
