The primary reason for a database going into restricted mode is an unpaid licence invoice.

Since all licence checking is controlled by our servers and is fully automated, even a small balance outstanding on a licence invoice will result in this error message.

Please contact your local office book keeper, who will be able to determine the exact cause of the problem.
